DeepSeek R3: China reaches world leaders — strategic implications for Europe

DeepSeek R3 surpasses several reasoning benchmarks of Western models. Analysis of the implications for European technological sovereignty and AI procurement strategies.

Cardan-AI analysed in detail the benchmarks published by DeepSeek for its R3 model, launched in May 2026. Results on MATH-500, AIME 2024, and complex logical reasoning benchmarks place DeepSeek R3 at the level of the best Western models, with superior performance on several mathematical reasoning subsets. China is no longer catching up — it is competing directly.

The central geopolitical implication identified by Cardan-AI: the framework of technological competition between the West and China on AI is fundamentally altered. Semiconductor export restrictions have not prevented this catch-up — they may have accelerated it by forcing aggressive algorithmic optimisation. DeepSeek R3 runs on comparatively more modest hardware configurations than its American equivalents.

For European companies, this raises a concrete technological sovereignty question. Using Chinese models presents regulatory risks (AI Act, GDPR) and data security concerns that cannot be ignored. At the same time, ignoring high-performing open-source models in favour of proprietary American ones creates a different form of technological dependency.
